Agenzia delle Dogane e dei Monopoli (ADM) is the Italian national authority responsible for customs controls, excise duties, and the regulation of gambling and tobacco. Established in its current form on 1 December 2012 through the merger of the former Customs Agency and the Autonomous Administration of State Monopolies, ADM operates under the oversight of the Ministry of Economy and Finance. With its headquarters in Rome and a workforce of over 9,000 employees across a nationwide network of offices, ADM is one of Italy's largest non-economic public bodies. Its mission encompasses facilitating international trade, collecting specific taxes and combating evasion, overseeing state gambling and tobacco monopolies, and protecting public health and safety through border controls. ADM issues concessions for gambling, monitors operator compliance, and fights illegal gambling. The agency also manages customs clearance procedures, excise tax collection on energy products and alcohol, and operates laboratories for anti-fraud activities. In recent years, ADM has pursued digital transformation through electronic customs services and a new gaming oversight platform, and has strengthened international cooperation with EU partners and development agencies.

Detailed Review

History and Formation

Agenzia delle Dogane e dei Monopoli (ADM) was first created as the Customs Agency by Legislative Decree No. 300 of 30 July 1999, becoming operational in 2001. On 1 December 2012, following Decree Law No. 95/2012, it absorbed the Autonomous Administration of State Monopolies, which historically managed tobacco and gambling, and was renamed the Customs and Monopolies Agency. A major restructuring in April 2018 removed the formal separation between the customs and monopolies divisions, unifying the agency’s functions under a single statutory framework.

Core Functions and Responsibilities

ADM’s core activities span five areas: customs duties and international trade taxation; management of customs services in line with the EU Customs Code; regulation and control of the gaming sector (including online and land-based gambling); oversight of manufactured tobacco products (excise collection, pricing, compliance); and prevention of tax evasion and illicit trafficking, using tax and judicial police powers. The agency operates laboratories for forensic analysis of goods, including narcotics, foodstuffs, and pharmaceuticals. With an annual budget of over €1.5 billion and a workforce of approximately 9,200 employees, ADM is a major contributor to Italian state revenues. In 2023, the agency allocated €8 million to an internal fund for modernisation (Fondo ADM).

Digital Platforms and Services

ADM’s digital services include the electronic customs clearance system (AIDA), which processes an operation every 1.5 seconds, and the “Gaming Portal” for operators to manage licenses and reporting. The agency also operates a Tobacco Traceability System (Sistema di Tracciabilità dei Tabacchi) in compliance with EU traceability directives, and a network of Chemical and Anti-Fraud Laboratories. Other platforms include the Automobile Database (Banca Dati Automobilistica) co-managed with MISE, and a territorial office network of over 80 offices across Italy.

Leadership and Organizational Structure

ADM is led by a Director General (Direttore dell’Agenzia), currently Roberto Alesse, appointed by the Ministry of Economy and Finance. The leadership team includes area directors for gaming, excise, anti-fraud and laboratories, and digital transformation, as well as a Secretary General (Alessandro Diotallevi) who serves as the chief operating officer. The agency reports to the Parliament annually.

International Cooperation and Recent Developments

Internationally, ADM participates in EU customs cooperation and in March 2024 signed an agreement with the Italian Agency for Development Cooperation to strengthen joint programmes in beneficiary countries. The agency has been active in anti-fraud initiatives, including a blockchain-based traceability project (TRICK) and the introduction of AI tools for risk analysis. ADM’s digital transformation efforts continue to enhance efficiency and transparency in customs and gaming oversight.
