History

The Buena Vista Rancheria of Me-Wuk Indians achieved federal recognition in 1985, and its lands were placed into trust through a process culminating in a 2017 court victory that upheld the tribe’s reservation status. The tribe entered into a management agreement with Caesars Entertainment, leading to the development of Harrah’s Northern California, which opened in May 2019. The Buena Vista Rancheria Gaming Commission (BVGC) was established by tribal ordinance as the primary regulatory body for all gaming operations, independent of the tribal council and the Buena Vista Gaming Authority (BVGA), which owns and operates the casino. Regulatory Role and Responsibilities

The commission’s duties include issuing and renewing licenses for key employees, vendors, and gaming suppliers; conducting background investigations and fingerprinting; performing compliance audits of internal controls, surveillance systems, and financial reporting; investigating alleged violations; and imposing sanctions or fines. It also maintains a vendor licensing program and provides training on regulatory compliance. The BVGC administers the terms of the tribal-state gaming compact with California, which authorizes up to 2,000 gaming devices, and coordinates with the National Indian Gaming Commission (NIGC) and the California Gambling Control Commission.

Regulated Facility: Harrah’s Northern California

The primary regulated facility is Harrah’s Northern California, a 71,000-square-foot casino with 950 slot machines, 20 table games, restaurants, and a full-service bar, operated by Caesars Entertainment under a management contract. In 2023, the Buena Vista Gaming Authority completed a $185 million debt restructuring led by Western Alliance Bank, allowing improved financial flexibility for continued operations.

Independence and Oversight

The BVGC operates as a separate governmental entity from the tribal council and the Buena Vista Gaming Authority, providing independent oversight as mandated by IGRA. This separation is critical to maintaining the integrity of tribal gaming and ensuring public confidence.
