Connecticut Lottery

History and Founding

The Connecticut Lottery Corporation was created by Public Act No. 865, signed by Governor Thomas J. Meskill in June 1971, following years of advocacy by State Representative John A. “Tony” Miscikoski, often called the “Father of the Lottery.” The first game, simply called “The Lottery,” offered weekly $5,000 top prizes from 50‑cent tickets sold at 3,000 retailers. The launch of the scratch‑off game “Instant Match” in 1975 marked the beginning of instant‑win offerings. The lottery’s television game‑show era began with “Double Play” in 1976, which became the highest‑rated show produced in Connecticut at the time. The daily numbers games Play3 and Play4 were introduced in 1977 and 1980 respectively, and the in‑house jackpot game Lotto (initially Connecticut Lotto) debuted in 1983 with a $1 million minimum. Connecticut joined the multi‑state Powerball game in 1995 and Mega Millions later. In 1996, the lottery was restructured as a quasi‑public agency – the Connecticut Lottery Corporation – to operate more like a retail business.

Business Model and Products

The CT Lottery generates revenue through the sale of lottery tickets and sports betting, with proceeds directed to the state’s General Fund. Its product lineup includes daily numbers games (Play3 and Play4, drawn twice daily), the nightly Cash5 game with a top prize of up to $100,000 and an optional Kicker feature, and the in‑house jackpot game Lotto! which has a minimum $1 million annuitized jackpot and has seen a record $25.8 million prize in November 2019. Multi‑state games Mega Millions and Powerball offer jackpots that can reach hundreds of millions. Instant‑win products include Fast Play games (prizes $10 to $50,000) and a wide variety of scratch‑off tickets. The iLottery platform allows players to purchase tickets for draw games, Fast Play, and scratch‑offs online or via a mobile app, while sports betting is operated exclusively through Fanatics Betting & Gaming since December 2023, following the departure of Rush Street Interactive’s PlaySugarHouse in March 2023.

Financial Performance and Challenges

The CT Lottery’s financial performance has been strong, with contributions to the state’s General Fund increasing over decades. In fiscal year 2025, it transferred a record $362 million. However, the organization faced operational challenges in 2023–2024, including a problematic point‑of‑sale system upgrade that invalidated some winning tickets and a subsequent switch in sportsbook vendor. Under new leadership, the lottery aims to restore growth and improve technology.

Governance and Leadership

The corporation is governed by a Board of Directors appointed by the Governor, with day‑to‑day management led by a President and CEO. Frank Suarez was appointed President and CEO effective August 1, 2024, bringing experience from the DC Office of Lottery and Gaming where he turned around sports betting operations. Catherine Martorella serves as Chief Financial Officer. Other C‑level officers (CTO, CCO, COO) were not confirmed in publicly available sources.

Partnerships and Community

The CT Lottery engages in partnerships such as with Fairfield University Athletics to celebrate teachers and support classrooms, and actively seeks diverse suppliers through its Supplier Diversity program. It is headquartered at 1000 Barnes Road in Wallingford, Connecticut.
