Gibraltar Betting and Gaming Association (GBGA)

History and Founding

The Gibraltar Betting and Gaming Association (GBGA) was established in January 2005 to provide a unified platform for Gibraltar’s online gambling sector to dialogue with governments and regulators. It was incorporated as a private limited company on 24 April 2013. Its members constitute the majority of remote‑gambling licensees in Gibraltar, including some of the world’s largest operators such as Bet365, Betfair, Ladbrokes, and William Hill. The association’s primary functions are to offer a single voice on industry‑critical issues, to educate policy‑makers on the gambling industry’s importance to Gibraltar’s economy, and to support a regulated environment that encourages fair and open market competition.

Advocacy and Legal Challenges

Historically, the GBGA has been a vocal opponent of extraterritorial taxation and licensing regimes. Its most high‑profile action was a legal challenge against the UK’s Gambling (Licensing and Advertising) Act 2014, which introduced a 15% point‑of‑consumption tax and a mandatory UK licence for operators targeting British customers. The association argued the Act was unlawful and unworkable under EU law and put the UK Government on notice of a judicial review claim. Although the challenge did not succeed, it demonstrated the GBGA’s willingness to defend its members’ interests. The association continues to engage with the Gibraltar Gambling Commissioner, the UK Gambling Commission, and other bodies on legislative and compliance matters.

Governance and Leadership

The GBGA is governed by a board of directors that includes a chairman, treasurer, and non‑executive directors. It has also benefited from consultancy advice from Sir Peter Caruana, the former Chief Minister of Gibraltar. In 2024, long‑serving CEO Paul Foster departed after more than five years, and the CEO role was replaced by a secretary‑general position. Nicholas Macias, formerly the chief operations officer, returned to fill this new role. The board includes Nigel Birrell as Chairman, Martin Weigold as Treasurer, and James Elliott, Kane Purdy, and Phil Walker as non‑executive directors. This restructuring was accompanied by expanded administrative duties for existing support staff.

Membership and Partnerships

The GBGA holds affiliate membership with the European Betting and Gaming Association (EGBA), being the first national association to join the EGBA. This partnership enables coordinated lobbying at the EU level on issues such as anti‑money laundering legislation. The association provides a forum for member companies to share best practices, stay informed of regulatory changes, and coordinate training opportunities and work streams. It remains the primary interlocutor between Gibraltar’s remote‑gambling industry and global regulators.
