IAGR

History & Founding

IAGR’s origins trace back to 1980, when it emerged from the annual meeting of the International Association of Gaming Attorneys (IAGA). Initially operating as a subsidiary of IAGA, IAGR broke away in late 2010 to become an independent entity and was officially incorporated as a non-profit organisation in 2011. The association’s first independent conference was held in Cape Town, South Africa. The organisation has been registered in Las Vegas, Nevada, USA, and its governance structure transitioned from a Steering Committee to a Board of Trustees led by a Chairman, with professional officer support and a President.

Mission & Activities

IAGR’s primary purpose is to provide a platform for gambling and gaming regulators worldwide to meet, learn best-practice techniques and strategies, network, exchange views, and discuss policies, legislation, and procedures. The association informs, educates, protects, advocates for, and unifies its members. Key activities include an annual conference (IAGR2025 was in Toronto; IAGR2026 will be in Lima, Peru, hosted by Peru’s Ministry of Foreign Trade and Tourism), advisory sub-committees that identify issues impacting regulators and help establish policy positions, and a multi-jurisdiction testing framework for Random Number Generators (RNGs) in iGaming with participating jurisdictions including the UK Gambling Commission, Danish Gambling Authority, Alderney Gambling Control Commission, and Isle of Man Gambling Supervision Commission. In May 2026, IAGR partnered with SBC and the International Masters of Gaming Law (IMGL) to launch a global regulatory education partnership.

Governance

IAGR is governed by a Board of Trustees elected by the members, who set strategic direction. Day-to-day operations are led by the CEO, while the President is a volunteer board role. As of 2026, Ben Haden serves as President. The association is registered in Las Vegas, Nevada, and its administrative headquarters are understood to be in the USA, though no specific street address is publicly listed.

Membership

IAGR provides opportunities for gambling and gaming regulators to engage, learn, and network through events, workshops, research, information sharing, and best practice development. Members benefit from advocacy committees, support, and exclusive access to members-only content, services, events, and discounts.

Industry Position

IAGR is widely recognised as the leading global industry body for gambling and gaming regulators, speaking for jurisdictions and regulators internationally. It serves as a central access point for inquiries from regulatory agencies, governments, and international gaming industry representatives.

Leadership (as of 2026)

Kevin Mullally was appointed as IAGR’s first Chief Executive Officer in February 2026. He previously founded The Mullally Group, an independent regulatory advisory firm, and brings decades of senior-level experience in gaming regulation, public policy, and governance, including roles overseeing complex regulatory systems, responsible gaming frameworks, and illegal market enforcement. Ben Haden serves as President of IAGR (a volunteer board position) and was quoted in the CEO appointment announcement.
