History

MUSL was created in December 1987 to address the logistical and operational challenges of running lottery games across multiple states. Its first multi‑state game, Lotto America, debuted in February 1988 and ran until 1992, when it was replaced by Powerball. Powerball introduced a revolutionary two‑drum drawing format suggested by Steve Caputo of the Oregon Lottery, a design that has since been widely emulated. A landmark cross‑selling agreement with the Mega Millions consortium was signed in October 2009, allowing MUSL members to sell Mega Millions tickets and consortium members to sell Powerball tickets, effective January 31, 2010. By 2016, both games were offered in 46 jurisdictions (including D.C. and the U.S. Virgin Islands), and Powerball later expanded to Puerto Rico.

MUSL’s current lineup of active draw games includes: - Powerball: The flagship multi‑state jackpot game with a two‑drum format, minimum $20 million jackpot, and cash‑option payouts. - Lotto America: A draw game offered primarily by smaller lotteries, featuring a minimum $2 million jackpot and a dual‑drum matrix. - 2by2: A daily draw game where players pick two numbers from two separate pools; fixed prize tiers. - Millionaire for Life: Launched February 22, 2026, this $5‑per‑play game offers a $1 million annuity prize paid over a lifetime (or lump‑sum cash option), with daily drawings and improved odds. - Jackpot USA (Fast Play Product Group): Launched September 2025; a new multi‑state instant‑win style game.

MUSL has retired several games over the years, including Hot Lotto, Wild Card, Daily Millions, the original Lotto*America, and the television‑tied Powerball scratchcard game. The association also briefly operated the first multi‑jurisdictional scratch‑off game, Midwest Millions, in 2007‑2009.

Services and Governance

Beyond game development, MUSL provides centralised services to its members: managing game finances and prize pools, producing and live‑broadcasting drawings, ensuring security and compliance, and handling trademark and patent enforcement. In 2023, MUSL issued a request for proposals for managed security services (MDR, SIEM, SOC) to strengthen its cybersecurity posture. In 2024, the association established two new product groups – Fast Play (which launched Jackpot USA in September 2025) and National for Life – reflecting an aggressive product rollout strategy.

MUSL is governed by a Board of Directors composed of executive directors from member lotteries. The board elects officers annually, and product groups for each major game set their own chairs and vice chairs. The association’s day‑to‑day operations are managed by an internal executive staff, though specific individuals in roles such as Executive Director or CEO are not publicly named in available sources. A July 2024 news release from the board elected Drew Svitko (Pennsylvania Lottery) as Board President for Fiscal Year 2025, and a July 2026 release elected Brian Rockey (Nebraska Lottery) as Board President for Fiscal Year 2027. These board officers represent member lotteries, not the association’s internal management.
