History and Founding

OLG was created on April 1, 1975 under the Ontario Lottery and Gaming Corporation Act, making it one of the province’s longest-established public gaming bodies. Its initial mandate was to run lottery schemes in Ontario, and its first province-wide lottery product, Wintario, directed proceeds toward community and cultural projects. Over the following decades, the organization expanded well beyond lotteries, opening casino operations in Windsor and later at Casino Rama in Orillia, and adding numerous slot facilities across Ontario. A landmark modernization program beginning in 2012 transferred day-to-day management of many casino properties to private service providers under competitive contracts. Under that model, OLG retained ownership of gaming assets, licences and brand, while private operators took over security, hospitality, hotel and casino floor staffing.

Business Model

OLG generates revenue from multiple channels: retail lottery sales through a network of approximately 9,800 locations, online lottery and casino transactions through OLG.ca, and land-based gaming delivered by its private service-provider partners. Because OLG is a Crown corporation, its mandate is to produce economic returns for the Province of Ontario rather than for private shareholders. After operating expenses and prizing, net revenues are transferred to the provincial government and allocated to health care, education, infrastructure and other public priorities. The service-provider model means OLG’s direct headcount is relatively modest compared with the total casino workforce; thousands of casino and hospitality employees are employed by contractors rather than by OLG itself.

Products and Platforms

OLG’s product portfolio includes some of Canada’s most recognized lottery brands. Lotto 6/49 and Lotto Max are national draw games operated by OLG in Ontario, while provincial games such as Ontario 49, Lottario, Daily Grand, Encore and Pick 2/3/4 round out the lottery offering. In sports betting, OLG sells Proline and Proline+ at retail and online. The OLG.ca platform, which incorporates the earlier PlayOLG online casino, offers digital lottery ticket purchases, online slots and table games, and sports wagering. Land-based facilities are branded as OLG Casino sites and include properties such as OLG Casino Brantford and OLG Casino Point Edward, with casino operations run by private partners.

Market Position and Regulation

OLG is the dominant lottery operator in Ontario and one of the province’s largest regulated gaming entities. Since Ontario opened its competitive iGaming market in April 2022, OLG has operated side by side with licensed private online casinos and sportsbooks under the regulatory oversight of iGaming Ontario. The Alcohol and Gaming Commission of Ontario remains the broader provincial regulator for gaming activities. OLG’s retail lottery network remains unique in scale, and its land-based properties continue to anchor the province’s casino sector, though private operators now run the day-to-day hospitality at most sites. The open iGaming market has increased competitive pressure in the digital channel, prompting OLG to sharpen its online offering while preserving its public-sector identity.

Partnerships and Recent Direction

OLG works with private service providers across its casino portfolio, a structure that reshaped its workforce and introduced competitive bidding for casino contracts. Recent procurement activity points to continued expansion: in 2024, the province moved forward with a process for new casinos in the Niagara Region, reflecting OLG’s continued land-based gaming strategy. The corporation has also continued to develop its digital channel through OLG.ca, including online casino and sports betting offerings that were expanded after the iGaming market opened.
