History and Rebranding

ULIS was established in 2015 as the Global Lottery Monitoring System (GLMS) by a consortium of state lotteries seeking to pool betting data and intelligence to combat match-fixing. In 2020, the organisation rebranded to United Lotteries for Integrity in Sports to reflect a broader mission beyond monitoring, encompassing prevention, education, and stakeholder collaboration. It is a non-profit association under Swiss law, governed by a General Assembly and an Executive Committee composed of member lottery CEOs.

Core Platform and Services

The flagship offering is the One-Stop Integrity Platform (OSIP), which uses advanced AI and machine learning to predict and detect irregular betting patterns across more than 30 sports and roughly 900,000 events each year. OSIP generates early warnings, often hours before a competition begins, and produces actionable integrity reports. ULIS also operates regional hubs, including an Asia Hub based in Singapore, to provide localised expertise. Beyond monitoring, the association offers education and training programmes for lotteries, sports organisations, and law enforcement, as well as a multi-stakeholder collaboration hub that facilitates information exchange among members, regulators, and sports bodies.

ULIS is a key partner of the World Lottery Association and European Lotteries, and its work is aligned with the Council of Europe’s Macolin Convention. The association collaborates with international bodies such as the International Olympic Committee, FIFA, and INTERPOL. Its membership includes licensed state lotteries worldwide, as well as associate members like national sports integrity platforms. Recent additions include the Ukraine National Platform on Sports Integrity, which joined as an associate member in 2025.
