Yogonet’s new update on Romania follows the first measurable impact of Emergency Ordinance 7/2026, the reform that gives local councils the power to allow or prohibit gambling. The lead figure is striking: authorised slot approvals during February–May fell from 18,981 to 2,337 year-on-year, and the overall authorised machine base has shrunk to roughly two-thirds of its 2025 level.
The sharper point, as the piece observes, is that this supply collapse is leading the reform, not following it: only 90 of roughly 3,100 administrative-territorial units have so far issued the local decisions required by the ordinance. Operators are de-risking before the rules have actually been applied, and government fee revenue is already taking a visible hit.
