Andrew Lyman

Andrew Lyman is the Gambling Commissioner and Executive Director of the Gambling Division at the Government of Gibraltar’s Ministry of Justice, Trade and Industry. He has served as the territory’s top gambling regulator for six years, overseeing the licensing and enforcement of Gibraltar’s influential online gaming sector. His tenure has been marked by a focus on anti‑money laundering (AML) compliance, regulatory transparency, and long‑term jurisdictional stability. Lyman is a regular speaker at international iGaming conferences, including London iGaming RegCom 2026, where he addressed AML enforcement realities. Before his appointment as Commissioner, his professional background includes a prior role with the Independent Betting Adjudication Service (IBAS), the UK’s betting‑dispute resolution body. He is currently preparing to step down from the Commission in mid‑2026.
