Dr Justine Scerri Herrera

Dr. Justine Scerri Herrera is a lawyer, business owner, investor, and international speaker specializing in financial services, fintech, blockchain, and virtual assets. She is a Partner at MK Fintech Partners Ltd, the Maltese arm of the top-tier Cyprus-based law firm Michael Kyprianou & Co. LLC, which is ranked in The Legal 500 and listed as the 3rd largest law firm in Cyprus by Gold Magazine.

Her practice focuses on advising and licensing issuers and service providers under Malta's Virtual Financial Assets Regulations (crypto/blockchain), the Investment Services Act (capital market players, capital raising), and the Financial Institutions Act (EMI, PI). Her interest in fintech and decentralization grew out of her Doctoral and Master's theses on jurisdiction in cyberspace and the rise of technology.

She holds a Doctorate in Law and has completed courses with the Malta Stock Exchange (Securities and Trading) and in Virtual Financial Assets. Previous work experience includes roles at a top-tier investments firm (Exante), an international bank, and a leading criminal law firm. She is a regular speaker at global conferences and actively publishes research.

In addition to her legal practice, she serves as Deputy Chair of the Virtual Assets Business Section at The Malta Chamber for the term 2025–2027.
