Jean-Luc Moner-Banet has served as Director General of Loterie Romande, the state-licensed lottery operator for French-speaking Switzerland, since 1 January 2007. Under his leadership, the company modernised its digital offering, introduced the online gaming platform in 2010 and the first smartphone app in 2011, and expanded into sports betting with the JOUEZSPORT brand in 2018. He was also a central figure in the development of the new Federal Act on Gambling, approved by Swiss voters in 2018 and enacted in 2019.
Born on 14 March 1964 in Pontarlier, France, and holding dual Franco-Swiss nationality, Moner-Banet began his career in machine-tool manufacturing in Le Locle after earning a diploma in microcomputer programming in 1983. He later worked for a company that produced lottery-ticket vending machines, gaining early exposure to the lottery industry. In 1998 he joined Loterie Romande to develop Tactilo, the first electronic lottery in Europe, and was promoted to Deputy General Manager in 2001.
In 2006 he obtained a Master of Public Administration from IDHEAP at the University of Lausanne and briefly served as Director of Development for Europe at GTech (now IGT) before returning to Loterie Romande as Director General. Internationally, Moner-Banet served three terms as President of the World Lottery Association from 2012 to 2018, was a member of the European Lotteries Executive Committee from 2009 to 2012 and again from 2021, and chaired its Sports Committee.
