Julie Menin
New York City Council Member (District 5, Manhattan) and Chair of the Committee on Consumer and Worker Protection
Julie Menin is a Democratic member of the New York City Council representing District 5 in Manhattan, a seat she has held since January 2022. She chairs the council’s Committee on Consumer and Worker Protection, and in 2025 led that committee’s investigation into prediction-market platforms such as Kalshi and Polymarket, scrutinizing their marketing to consumers and their uncertain legal status.
Menin previously served in Mayor Bill de Blasio’s administration as Commissioner of the New York City Department of Consumer Affairs from 2014 to 2017 and as Director of the Mayor’s Office of Media and Entertainment from 2017 to 2018. Before entering city government, she was President of Manhattan Community Board 1 from 2009 to 2011 and held a vice presidency at NYC & Company, the city’s tourism and marketing organization. She also worked as a corporate attorney and is a graduate of Wesleyan University and the University of Pennsylvania Law School.
She ran for Manhattan Borough President in 2013, finishing second, and then ran for the City Council in 2019 before winning the new District 5 seat in 2021 and taking office in January 2022. As chair of the Consumer and Worker Protection Committee, her recent focus has included consumer-protection questions raised by the growth of unregulated online prediction and betting markets.
