Lucas Rocha Furtado is a Subprocurador-Geral da República in Brazil's Ministério Público Federal (MPF), the federal public prosecution service. As one of the MPF's most senior career prosecutors, he exercises functions before the Supreme Federal Court (STF) and other superior courts.
Furtado came to prominence in the betting sector when the MPF petitioned the STF to act as amicus curiae in a constitutional action concerning Brazil's fixed-odds betting law, Lei 14.790/2023. The petition, advanced under his authority, argues that betting operators must be subject to full transparency in corporate ownership. In his view, the true owners, controllers and economic beneficiaries of betting companies must be identifiable, so that the regulated market cannot operate through opaque or sham ownership structures.
