Olga Finkel

Olga Finkel is a distinguished Maltese lawyer widely regarded for her deep knowledge of gambling and technology law. As Co-Founder & Partner and Head of Tech Regulation & Intellectual Property at WH Partners, a leading Maltese business law firm, she advises on some of the most innovative corporate M&A and finance transactions in the iGaming industry, as well as on regulatory frameworks for e-gambling, emerging technologies including artificial intelligence, privacy and data security, intellectual property, and AML compliance.

Finkel played a key role in the drafting of Malta's Gaming Act (2018), having advised the Malta Gaming Authority on the legislation. She is also a Director of 111 Holdings Ltd and an active early-stage tech investor, reflecting her broad engagement with the technology and gaming sectors beyond legal practice.

Educated at the University of Malta (Doctor of Laws) and the Academy of Economics in Kharkov, Ukraine (Master of Science in IT and Economics), Finkel was admitted to the Maltese Bar in 2001. She is a member of several professional bodies, including the International Masters of Gaming Law and the International Association of Gaming Attorneys, and is consistently ranked in Chambers Global (Gaming & Gambling), Chambers Europe, Legal 500, and Lexology Index.
