Paolo Ardoino is an Italian software engineer and technology executive who has served as Chief Executive Officer of Tether Operations Limited, the issuer of USDT — the world's largest stablecoin by market capitalisation — since December 2023. He previously held the roles of Chief Technology Officer and Chief Strategy Officer at Tether, and Chief Technology Officer at the affiliated cryptocurrency exchange Bitfinex. Based in El Salvador since 2022, he has become one of the most visible figures in the stablecoin and digital-asset industry.

Born in Genoa, Italy, Ardoino studied computer science at the University of Genoa before moving to London, where he worked on high-frequency trading and electronic-trading infrastructure for investment banks and financial institutions. That low-latency systems background carried into his work at Bitfinex, where he became CTO in 2017 and oversaw the exchange's trading engine and technology strategy. During the same period he served as Tether's CTO, leading the company's technical operations and the development of transparency reporting around USDT reserves.

Tether appointed Ardoino Chief Strategy Officer in early 2023, and in December 2023 he succeeded Jean-Louis van der Velde as CEO. Van der Velde remained an advisor to Tether and continued as CEO of Bitfinex. As CEO, Ardoino has expanded Tether's portfolio beyond stablecoins into Bitcoin mining, energy, artificial-intelligence infrastructure, and education, while also co-building Holepunch, a Tether-backed peer-to-peer communications platform, and its encrypted messaging app Keet.

Under Ardoino, Tether has emphasised cooperation with global law enforcement, including freezing wallets linked to sanctions, ransomware, and financial crime, and has formed blockchain-analytics partnerships to monitor illicit activity. These compliance policies are closely watched by payment processors and online gambling operators, because USDT is one of the most widely used settlement currencies on offshore gambling sites and in regulated markets across Latin America. Ardoino himself has no direct gambling-industry role, but Tether's decisions on compliance, wallet freezing, and law-enforcement cooperation directly affect the payment rails the iGaming sector relies on.
