Thomas M. Steinberg

Thomas M. Steinberg is a retired Associate Justice of the New York State Supreme Court, Appellate Division, Second Department, and now serves as of counsel at Ruskin Moscou Faltischek P.C. He sat on the appellate bench from 1993 to 2008, following earlier service as a New York State Supreme Court justice.

His significance to the sports-betting industry comes from his independent work for the New York State Gaming Commission. Appointed as the commission's independent hearing officer during the 2019–20 state budget process, Steinberg studied whether mobile sports wagering could be authorized in New York. He held public hearings, reviewed written comments, and in 2020 issued the report that became known as the Steinberg Report.

The Steinberg Report concluded that mobile sports betting did not necessarily require a state constitutional amendment and recommended that New York proceed through a licensed, regulated framework. That conclusion was widely cited in the policy debate leading to New York's legalization and launch of mobile sports wagering in 2022.

After leaving the bench, Steinberg built a second career in alternative dispute resolution as a mediator, arbitrator, and neutral. He continues that work in private practice at Ruskin Moscou Faltischek P.C., while remaining a notable figure in New York sports-betting policy history.
