Tim Miller

Tim Miller serves as the Executive Director of Policy & Research at the UK Gambling Commission, a role he has held since 2016. He is scheduled to depart from the Commission in September 2026 to pursue an international advisory role outside of the British regulated gambling industry, where he will support governments, regulators, and other organizations in developing and overseeing gambling regulatory systems globally.

Miller brings over 25 years of regulatory experience to his leadership positions. Before joining the Gambling Commission, his career spanned various public sector roles, including serving as a solicitor from 1995 to 1999, followed by a period at the Law Society of England and Wales. He also honed his public affairs skills as the Head of Public Affairs for the Parliamentary and Health Service Ombudsman from 2010 to 2012. Additionally, he held senior roles at the Local Government Ombudsman, including Head of Policy and Communication, and spent three years at the Centre for Public Scrutiny, focusing on accountability practices.

At the Gambling Commission, Miller has been a pivotal figure in shaping UK gambling policy and research. His significant achievements include leading the implementation of the UK government's Gambling Act Review White Paper, which introduced reforms related to age verification, financial vulnerability checks, remote game design, and direct marketing controls aimed at making gambling safer. He also spearheaded the development and launch of the Gambling Survey for Great Britain, described as the largest survey of its kind globally, enhancing the evidence base for gambling regulation. He has also been a member of the Board of Directors for the Gaming Regulators European Forum Ltd. since 2021, fostering international collaboration on responsible gambling standards.

Miller has been vocal about the challenges facing the industry, particularly the impact of the black market and the role of technology companies in addressing illegal gambling. He has emphasized the need for tech giants to take a stance against illicit activities. Miller describes his decade at the Gambling Commission as the "most rewarding and fulfilling role" of his career, attributing much of this to his dedicated colleagues.
