History and Establishment

The FCT Lottery Regulatory Office was formally inaugurated on 14 May 2025 in Abuja, Nigeria. Its establishment was a direct consequence of the Supreme Court of Nigeria’s judgment in November 2024 in the case AG Lagos & Ors vs AG Federation & Anor (SC/1/2008), which declared the National Lottery Act 2005 ultra vires and null and void. The ruling affirmed that only states and the Federal Capital Territory have the constitutional authority to regulate lottery and gaming activities. Consequently, the NLRC – which had operated as a national regulator since 2005 – was dissolved, and its powers were limited exclusively to the FCT. The FCT Administration swiftly moved to set up the FCT Lottery Regulatory Office as the successor regulatory body for the territory. The office inherited the NLRC’s existing licensing framework temporarily, with Director-General Lanre Gbajabiamila assuring operators that all NLRC-issued licenses would remain enforceable until their expiry. The office was launched under the directive of FCT Minister Nyesom Wike, with the FCT Internal Revenue Service (FCT-IRS) playing a supporting role in revenue collection and enforcement.

Regulatory Mandate and Licensing Categories

The FCT-LRO does not operate gaming products itself; instead, it regulates and licenses a broad spectrum of gaming activities. Its key regulatory categories include lottery licensing for all draw-based and instant lottery schemes; sports betting regulation for fixed-odds and pari-mutuel wagering on approved sporting events; casino gaming regulation for land-based, online, and mobile casino games; interactive gaming for games where participants actively engage with the game environment; consumer sales promotions permitting and oversight for business-run promotional games; and a framework for emerging markets such as esports betting, fantasy sports, and virtual sports. The office also provides guidelines covering ticketing and serial number tracking, prize claims and disclosures, age restrictions and advertising standards, and compliance enforcement and sanctions.

Market Position and Impact

As the sole regulatory authority for gaming within Nigeria’s Federal Capital Territory, the FCT-LRO occupies a unique and powerful position. It replaced the former national regulator, the NLRC, whose authority was nullified by the Supreme Court. The FCT-LRO’s creation is a landmark development in Nigeria’s gaming landscape, effectively devolving regulatory power to the territory level. The office is tasked with balancing the interests of lawful operators – who now must obtain licenses from the FCT-LRO to operate within Abuja – and the need to protect consumers from unlicensed or unethical practices. The FCT-LRO’s validation of existing NLRC licenses provided a smooth transition for operators and prevented market disruption. The office is still in its early stages, and its long-term impact on revenue generation, responsible gambling, and market transparency will be closely watched by stakeholders across Nigeria’s gaming industry.

Leadership and Structure

The only publicly confirmed member of the executive team is Director-General Lanre Gbajabiamila, who previously served as Director-General of the NLRC for nearly ten years and has worked in the lottery industry since 2003. No other C-level executives (CTO, COO, CFO, etc.) have been named to date. The official website lists unit heads for departments such as Licensing & Permits, Legal & Regulatory Affairs, Compliance & Enforcement, Consumer Protection, ICT & Digital Monitoring, and Finance & Administration, but individual names are not published there. The organization is a newly formed government agency, and its full executive team may still be under formation or not yet disclosed publicly. The office is headquartered in Abuja and reports to the Federal Capital Territory Administration.
