History and Development

Horseshoe Casino Baltimore was developed through a competitive bidding process after Maryland voters approved a video lottery terminal facility for Baltimore City in a 2008 constitutional referendum. In July 2012, the Maryland Lottery Commission approved the Caesars Entertainment-led consortium bid. Initial architectural designs were prepared by Baltimore-based Ayers Saint Gross, with later revised renderings by Cleveland-based KA Architects, who also designed Horseshoe Casino Cleveland. The grand opening on August 26, 2014 featured performances by Gladys Knight, Iggy Azalea, and Pauly D, along with vertical dance performances by BANDALOOP.

Ownership and Structure

The casino's ownership structure is complex: CBAC Borrower, LLC (the entity that owns the property) is majority-owned by Caesars Entertainment. In November 2012, Maryland voters approved Question 7 by 52%, which authorized table games at all Maryland casinos and a sixth casino license. More than $90 million was spent on the dueling campaigns, with Vote Yes on Question 7 led by MGM Resorts International, The Peterson Cos., and labor organizations, while Vote No was funded almost entirely by Penn National Gaming.

Community Impact and Controversy

Horseshoe Baltimore has been a subject of community debate. Baltimore Brew has been critical of the city's financial support for the casino, including increased police presence and planned financial reimbursements, particularly after initial revenue fell short of projections. In April 2025, the Board of Estimates diverted $3 million from the Casino Local Impact Fund (CLIF) to bolster Horseshoe's private security force, citing that city police could no longer consistently provide the necessary manpower. The agreement provides $500,000 annually for six years to CBAC Borrower LLC and was ratified by Mayor Brandon Scott, City Council President Zeke Cohen, and Comptroller Bill Henry.

The South Baltimore Gateway Partnership (SBGP), an economic development authority funded by revenue from Horseshoe Casino, distributes grants for community projects. As of 2025-2026, SBGP continues to award funding for parks, community programs, and local improvements in South and Southwest Baltimore neighborhoods including Cherry Hill, Federal Hill, and Westport.

Products and Amenities

The facility features a dedicated Caesars Sportsbook, ongoing Caesars Rewards promotions, and serves as a venue for events and group gatherings. The casino's product lineup includes over 2,200 slot and video poker machines, approximately 150 table games, a WSOP-branded poker room, and the Baltimore Marketplace food court along with Gordon Ramsay Steak. Complaints have arisen regarding safety concerns, outdated machines, and maintenance issues, with some patrons preferring nearby competitors like Maryland Live! Casino.
