The Isle of Man Post Office (IOMPO) is the statutory postal authority for the Isle of Man, a Crown Dependency in the Irish Sea. Operating under the trading name “Isle of Man Post” until recent years, the organisation is wholly owned by the Isle of Man Government and was established as a statutory board on 5 July 1973, when it assumed the postal assets and functions previously managed by the United Kingdom’s General Post Office (GPO). Headquartered in Douglas, Isle of Man, IOMPO provides a full range of postal and parcel delivery services across the island and internationally, alongside philatelic goods (stamps and coins), business-to-business mailing solutions, data capture and scanning services, and retail counter services such as bill payments and foreign currency exchange. The organisation has modernised significantly in recent years, transitioning from a traditional postal operator to a diversified logistics and digital services provider. It has invested in electric vehicles for final-mile delivery, launched online postage with doorstep collection, and developed a “Click & Dispatch” platform for business customers. IOMPO is a member of the Universal Postal Union and treats mail to and from the UK as inland, using Royal Mail’s first-class stream for next-day delivery to the UK. The board is chaired by Stu Peters MHK, and the executive team is led by Chief Executive Simon Kneen. In the financial year ending March 2025, IOMPO reported a profit of £3.85 million on a turnover of £25.1 million.
Detailed Review
The Isle of Man Post Office is a government-owned statutory board established under the Post Office Act 1993, having originally been formed as the Isle of Man Post Office Authority on 5 July 1973. It succeeded the UK General Post Office (GPO) which had provided postal services on the island since 1879. The decision to take over insular postal administration followed initial reluctance in 1968, but after negotiations over the island’s telephone system, Tynwald approved the transfer. The £148,624 paid for the GPO’s assets was recouped within the first year from operating surpluses.
IOMPO’s modern operations span three core divisions: Postal & Parcel Services, Business Solutions, and Stamps & Coins. The Postal division handles collection, sorting, and delivery of letters and parcels across the Isle of Man and internationally, with a specialised “Click & Dispatch” service enabling businesses to manage shipping, print labels, track items, and submit online customs declarations. The Business Solutions division provides direct mail production, printing, data capture, and scanning services, and holds ISO 9001 (quality management) and ISO 27001 (information security) certifications. The Stamps & Coins division issues commemorative and definitive stamps, coins, and collectibles that are popular with philatelists worldwide; notably, in 2025 it achieved a historic digital stamp collaboration that operated in lunar orbit.
Financial performance has been strong: for the year ending 31 March 2025, IOMPO reported a profit of £3.85 million (up from £2.6 million the prior year) on turnover of £25.1 million, with only four complaints per 100,000 items handled. The organisation’s Statutory Board Plan 2025–26 outlines a transformation programme including the launch of online postage with free doorstep collection, a further reduction in carbon emissions, and the acquisition of 26 electric vehicles as part of a goal to achieve zero-emission final-mile delivery by 2028. The fleet is planned to expand to 70 electric vehicles, and solar panels are to be installed at the Postal Headquarters.
In early 2026, IOMPO announced changes to its counter service network, restricting non-postal services (bill payments, government cheques, and the new MiCard Payment Exception Service) to five key branches in Douglas, Peel, Port Erin, Castletown, and Ramsey, effective from 1 April 2026. This follows the digitisation of many government services and a shift away from cash pension and benefit payments. Chairman Stu Peters MHK acknowledged that the business “has changed dramatically and is now focused more on parcels than on ordinary mail.”
IOMPO’s governance structure comprises a board of directors appointed by Tynwald, with the current chairman being Stu Peters MHK and vice-chairman Diane Kelsey MLC. The executive management team is led by Chief Executive Simon Kneen, who was appointed in February 2018 after serving as Director of Innovation and Technology. Chief Operating Officer Lisa Duckworth has been in the role since February 2018 (and served as interim CEO prior to Kneen’s appointment). No other C-level positions (CTO, CCO, CFO) are confirmed through public sources; the senior leadership team also includes a Head of Business Development, a Human Resources Manager, and a Head of Operations, but these are not executive-level in a statutory board context.
