History and Business Model

Resorts World Sentosa opened in 2010 as Singapore's first integrated resort, built at a cost of approximately S$6.6 billion on 49 hectares of reclaimed land on Sentosa Island. It is owned and operated by Genting Singapore PLC, a publicly traded company that is part of the larger Malaysian Genting Group. The resort operates one of only two casinos in Singapore under a licence granted by the Casino Regulatory Authority, in compliance with the Casino Control Act. Its business model combines gambling revenue with extensive non-gaming offerings, positioning itself as a destination for both leisure travellers and high-roller gamblers.

Casino and Gaming Operations

The casino floor spans 15,000 square metres and features over 1,000 slot machines and 300 table games, including baccarat, blackjack, roulette, and poker. VIP players are catered to in exclusive high-roller rooms with personalised services. Singapore's strict entry levy system requires local residents to pay a daily or annual fee to enter the casino, while foreigners enter free. The casino's performance is closely tied to regional tourism and economic conditions.

Non-Gaming Attractions and Hotels

RWS is home to several major attractions: Universal Studios Singapore, Southeast Asia's first and only Universal Studios theme park; the S.E.A. Aquarium, one of the world's largest aquariums housing over 100,000 marine animals; Adventure Cove Waterpark with slides and a snorkelling reef lagoon; and Dolphin Island. The resort also operates six hotels: Crockfords Tower (an all-suite luxury property with private butler service), Hotel Michael (designed by architect Michael Graves), Hard Rock Hotel Singapore (rock-and-roll themed with a free-form pool), Festive Hotel (family-oriented), Equarius Hotel (nature-themed), and the W Singapore – Sentosa Cove. In total, these hotels offer over 1,800 rooms. The Resorts World Convention Centre provides 26,000 square metres of event space.

Financial Performance and Market Position

Non-gaming revenue contributed roughly 40% of total revenue in 2023, a strategic focus to reduce dependence on casino income. In the first half of 2024, Genting Singapore reported a net profit of S$188.8 million, indicating a strong post-pandemic recovery. RWS faces direct competition from Marina Bay Sands, Singapore's other integrated resort. The resort is a key contributor to Singapore's tourism industry, attracting millions of annual visitors.

Regulatory Scrutiny and Recent Developments

In 2021, Resorts World Sentosa was fined S$2.25 million by the Casino Regulatory Authority for allowing a convicted criminal to gamble. Despite this, it remains a cornerstone of Singapore's gambling landscape. Recent investments include refurbishing hotel rooms, introducing new dining concepts, and opening a Four Points by Sheraton hotel in Jurong to expand its non-casino footprint.
