Business Structure

Rocky Gap Casino Resort is a combined casino, hotel, golf and event destination set on Lake Habeeb inside Rocky Gap State Park in Allegany County, Maryland. Its ownership model is unusual: the State of Maryland, principally through the Maryland Economic Development Corporation, owns the land and buildings, while a private licensed operator runs the casino and resort. The property counts as one of Maryland's six licensed casinos and appears under the Rocky Gap name in the state's monthly gaming revenue reports.

History

The resort's origins are in economic development rather than private casino entrepreneurship. Maryland policymakers backed the project in the 1990s to create jobs in Allegany County, a former industrial area in western Maryland. The lakeside lodge and Jack Nicklaus-designed golf course opened in 1998, but the resort struggled financially for years. In 2008, Maryland voters approved a constitutional amendment authorizing video lottery terminals at designated sites, including Allegany County; Rocky Gap's casino opened on May 22, 2013. Table games followed after Maryland voters approved them in November 2012. In 2017, Las Vegas-based Golden Entertainment bought the operating business, marking its first move east of the Rocky Mountains, and subsequently made investments in the property.

Gaming Operations

The gaming floor has generally been stocked with around 600 video lottery terminals and roughly 15 table games, including blackjack and roulette. Exact floor plans are approved by state regulators and have varied over time. Rocky Gap also entered Maryland's retail sports betting market during the state's 2021–22 rollout, adding a land-based sportsbook. Because Maryland has not authorized online casino gambling, all Rocky Gap gaming revenue comes from on-site customers.

Resort Offerings

The non-gaming side anchors the property's regional draw: 214 hotel rooms overlooking Lake Habeeb, an 18-hole Nicklaus-designed golf course, restaurants and bars, and meeting, banquet and wedding venues. The surrounding state park adds hiking trails and lake recreation, making the casino part of a broader outdoor-tourism destination rather than a standalone urban gambling hall.

Regulation and Market Position

All gaming at Rocky Gap falls under the Maryland Lottery and Gaming Control Commission and the Maryland Lottery and Gaming Control Agency, which handle licensing, compliance and revenue reporting. The state also sets authorized machine counts and takes a share of gaming revenue. Geographically isolated from Maryland's main population centers, Rocky Gap is consistently the lowest-grossing casino among the six in the state, far behind MGM National Harbor and Live! Casino & Hotel.

Ownership Transition

Golden Entertainment operated Rocky Gap from late 2017 until the reported sale of the operating business to Century Casinos, Inc., a multi-jurisdictional operator based in Colorado Springs and Vienna. The transaction was announced in 2023 at a reported price of roughly $26.5 million and was reported to close in 2024 after Maryland regulatory approval. The state's ownership of the real estate did not change in the sale.
