
GRAI and Nevada Gaming Control Board Sign First MoU for Regulatory Exchange

The Gambling Regulatory Authority of Ireland and the Nevada Gaming Control Board have signed a landmark Memorandum of Understanding to exchange regulatory insights and best practices, marking a first for both bodies.
The Gambling Regulatory Authority of Ireland (GRAI) and the Nevada Gaming Control Board (NGCB) have entered into a first-of-its-kind Memorandum of Understanding (MoU). This agreement marks the initial formal partnership for both regulators, designed to foster the sharing of insights and knowledge drawn from the distinct legal and cultural environments of Ireland and Nevada.
The collaboration pairs one of the gambling industry’s newest regulatory bodies with one of its most established. The GRAI, recently set up to oversee a fully liberalised Irish market, will gain from the NGCB’s decades of experience. Conversely, Nevada’s regulator will have the opportunity to observe how a fresh authority approaches modern challenges, creating a mutually beneficial exchange of perspectives.
Commenting on the deal, GRAI CEO Anne Marie Caulfield highlighted the value of the partnership: “The knowledge and expertise that the Nevada Gaming Control Board have in terms of gambling regulation are very valuable to us in the GRAI.” She noted that the guidance from the NGCB will help the Irish authority as it settles into its role, with consumer protection and public health remaining central to its operations.
NGCB Chairman Mike Dreitzer echoed that sentiment, stating the board is “pleased to sign an MOU with the GRAI and look forward to sharing best practices with them and advancing our collaboration.”
The MoU comes amid a busy period for the GRAI, which began issuing remote betting licences in early July and recently launched an underage gambling awareness campaign to tackle youth gambling. Meanwhile, the NGCB has been actively pursuing enforcement action against prediction market operator Polymarket, with a state judge granting a preliminary injunction against the platform in early June.
