Kimberlee Dunlop

Kimberlee Dunlop is the Chief Operating Officer of Seneca Gaming Corporation, an enrolled member of the Seneca Nation, and an attorney with over two decades of experience in Native American business, tribal gaming law, and public policy. She was named to the role in May 2025, overseeing strategic planning, operational efficiency, revenue growth, and property management across the company’s three casinos: Seneca Niagara Resort & Casino, Seneca Allegany Resort & Casino, and Seneca Buffalo Creek Casino.

Dunlop previously served as Counsel to the Seneca Gaming Corporation Board of Directors for five years, from 2020 to 2025, and was a Board member from 2013 to 2016, holding roles as Corporate Secretary and Audit Committee member. Her legal career includes nearly two decades practicing Federal Indian Law and Public Policy in Washington, D.C., and Buffalo, where she advised on tribal sovereignty, gaming compacts, and regulatory matters.

She earned her J.D. from the University at Buffalo School of Law and a B.A. from Bucknell University. Dunlop has completed Executive Education certifications from the Wharton School of the University of Pennsylvania and is a graduate of the Leadership Buffalo program. She also serves on the Board of Trustees for the Aquarium of Niagara.
