History

Seneca Gaming Corporation (SGC) was chartered in August 2002 by the Seneca Nation of Indians to manage the Nation’s Class III gaming operations. Following the signing of a Nation-State compact with New York in early 2002, SGC opened the first phase of Seneca Niagara Casino in December 2002. The corporation quickly expanded, opening Seneca Allegany Resort & Casino in 2004 and Seneca Buffalo Creek Casino in 2008. Today, SGC operates three destinations under the “Seneca Resorts & Casinos” brand.

Properties & Amenities

- Seneca Niagara Resort & Casino (Niagara Falls, NY): Features over 2,700 slot machines, 80+ table games, a 26-story hotel with 604 rooms, multiple dining outlets, a full-service spa, and the Bear’s Den Showroom entertainment venue. A $40 million multi-phase renovation is underway. - Seneca Allegany Resort & Casino (Salamanca, NY): Offers approximately 1,800 slot machines, 40 table games, a 213-room hotel, a championship golf course, and event spaces. Designed to reflect the natural beauty of the Allegany Territory. - Seneca Buffalo Creek Casino (Buffalo, NY): A downtown urban casino with around 1,000 slot machines and 20 table games, plus a seasonal patio bar and event space.

Products & Platforms

SGC’s primary product is land-based casino and resort gaming. In 2023, the company partnered with Kambi Group plc to launch a sports betting platform across its three properties, complementing existing table games, slots, and poker. The company also operates the “Seneca Resorts & Casinos” loyalty program and a comprehensive online presence for reservations and promotions.

Leadership & Management

The executive team is led by Kevin Nephew (President & CEO), an enrolled member of the Seneca Nation who joined SGC in 2014 and became the first tribal-member CEO in October 2020. In May 2025, Kimberlee Dunlop was appointed Chief Operating Officer, bringing over 20 years of experience in tribal law and governance. Garth Anderson serves as Interim CFO and Vice President of Financial Accounting, Reporting & Treasury, and James Domzalski is Chief Legal Officer. The Board of Directors is composed of Seneca Nation citizens appointed by the Nation’s Council.

Financial & Community Impact

As a tribally owned enterprise, SGC contributes significant revenue to the Seneca Nation, funding government services, education, healthcare, and infrastructure. The company employs approximately 4,000 people and supports numerous local charities, sports partnerships, and cultural events. Recent milestones include a multi-year renewal of the Buffalo Bills sponsorship and recognition as a top employer in Western New York.

Licensing & Governance

SGC operates under a Class III gaming compact between the Seneca Nation and New York State, regulated by the Seneca Gaming Commission. The corporation adheres to strict internal controls and regular audits to ensure compliance with tribal, state, and federal laws.
