  Loteria do Estado da Paraíba (LOTEP) is the official state lottery operator of Paraíba, Brazil, established as a public autarchy under the state government's Secretariat of Finance. Its primary mission is to generate revenue for social programs through traditional lottery draws, instant scratch cards, and more recently, regulated sports betting. Headquartered in João Pessoa, LOTEP serves a population of approximately 4 million residents. The lottery has modernized its operations by launching digital channels and in November 2023 published a landmark accreditation notice for fixed-odds sports betting, making it one of the first state lotteries in Brazil to open a public selection process for sports betting operators. This initiative aligns with the broader regulatory evolution under Law 13.756/2018. LOTEP also manages the 'Nota Cidadã' program, a tax incentive scheme that rewards consumers with lottery draws. As a government entity, it operates with civil servants and contracted service providers, including a partnership with Embralote for instant lottery execution.   Greek State Lotteries, operated under an exclusive concession by Hellenic Lotteries S.A., represent a historic pillar of Greece’s gambling market. The first official lottery was decreed in 1874 by King George I to fund archaeological excavations, and the modern concession was signed in July 2013 for a 12-year term with a €190 million upfront payment. The consortium behind Hellenic Lotteries S.A. is led by OPAP S.A. (majority owner), alongside Scientific Games and Intralot, which provide technology, scratchcard design, and logistics. The lottery portfolio includes instant scratchcards, the State Housing Lottery, the Popular Lottery (Lahiko), the National Lottery (Ethniko), and special draws. In June 2025, Greece’s GrowthFund launched a new international tender for a further 10-year concession, attracting expressions from both OPAP and Brightstar (IGT’s lottery arm). OPAP subsequently secured a 12-year extension in December 2025 with an €80 million upfront fee. The lottery generates substantial government revenue: OPAP reported €206.8 million in lottery revenue in Q1 2025 alone. Tickets are sold through over 5,000 retail points across Greece, and the company operates from Athens. While Hellenic Lotteries S.A. itself reports no direct employees—serving as a holding vehicle—day-to-day operations are managed by OPAP and its partners.
