The Metropolitan Transportation Authority (MTA) is the largest public transportation network in North America, serving 15.3 million people across a 5,000-square-mile travel area that includes New York City, Long Island, southeastern New York State, and parts of Connecticut. Chartered by the New York State Legislature in 1965 as the Metropolitan Commuter Transportation Authority, the organization was renamed the MTA in 1968 and today operates subways, buses, commuter rail, and seven toll bridges and tunnels. Its workforce of approximately 70,000 employees manages the nation's largest bus fleet and more subway and commuter rail cars than all other U.S. transit systems combined. The MTA is governed by a 23-member Board and led by Chair and CEO Janno Lieber, who provides strategic, financial, and operational direction. The authority is funded through fares, tolls, and state and city appropriations; its 2025-2029 capital plan totals $68.4 billion. Core services are delivered through five operating agencies: New York City Transit, Long Island Rail Road, Metro-North Railroad, Bridges and Tunnels, and MTA Construction & Development.
Detailed Review
History and Founding
The MTA is a public-benefit corporation created under New York law. Its roots date to June 1, 1965, when Governor Nelson Rockefeller signed legislation forming the Metropolitan Commuter Transportation Authority to acquire and modernize the bankrupt Long Island Rail Road. The MCTA was renamed the Metropolitan Transportation Authority in 1968 and soon absorbed the New York City Transit Authority, the Manhattan and Bronx Surface Transit Operating Authority, and commuter rail operations.
Operations and Scale
Today the MTA is North America's largest transit agency. It carries 11 million passengers on an average weekday and processes over 850,000 vehicle crossings daily on its seven bridges and two tunnels. The system comprises 19 commuter rail routes (LIRR and Metro-North), 25 subway routes, 345 bus routes, and the Staten Island Railway. Rolling stock includes nearly 6,800 subway cars, 2,429 commuter rail cars, and 5,840 buses.
Governance and Leadership
Headquarters are at 2 Broadway in Manhattan. The authority is overseen by a 23-member Board of Directors appointed by the Governor, New York City Mayor, and county executives. Day-to-day management is led by a Chair and CEO, currently Janno Lieber, who also heads a senior leadership team. The MTA employs around 70,000 people across all agencies.
Financials and Capital Plan
Financially, the MTA operates on a multi-billion-dollar budget supported by fare revenue, tolls, state and city subsidies, and dedicated taxes. In 2025, Governor Kathy Hochul signed legislation fully funding a $68.4 billion capital plan for 2025–2029, alongside a $15.8 billion annual infrastructure investment. The authority is also pursuing major modernization projects, including signal upgrades, accessibility improvements, and the expansion of the OMNY contactless fare payment system.
Strategic Priorities
The MTA’s strategic priorities focus on safety, reliability, accessibility, equity, and sustainability. It reports regularly on performance data, budgets, and governance through a public transparency portal.
